The majority of the town is made up of those called 'mutants' and their families. No one really knows what they are like, or what powers they posses. All anyone knows is that they do have powers of some kind. Convicts and runaways also inhabit the town with no ill will towards their strange neighbors. No one comes to Wapasha without a reason, so the people tend to keep to themselves.
